The Framework Defined
The C3 Bamboo Framework is an original and proprietary framework developed by Ned Legaspi for understanding how culture shapes meaning and for applying that insight across stories, relationships, institutions, and cross-border encounters.
It helps people examine context, communicate on purpose, adapt without giving up who they are, and build stronger connections across cultures.
It pulls together three decades of professional practice, cross-cultural work, academic inquiry, and continuing research into one approach: Culture, Communication, and Connection.
Here is the kind of problem it was built for. A film breaks every record at home, then plays to an audience in another country and lands flat. Nothing about the film changed. What changed was the culture doing the watching.
The Origin
The C3 Bamboo Framework grew from the CIS Bamboo Framework, originally developed for culturally intelligent storytelling. The fuller journey from the first framework to the broader C3 architecture is documented, in particular, in From CIS Bamboo to C3 .
The wider direction became clear through encounters with Filipino professionals working across cultures, and through conversations with diplomatic and consular institutions about cultural diplomacy. The same questions that shaped stories were shaping workplaces, migration, and institutions.
So C3 became the larger umbrella: Culture, Communication, and Connection, explored through Stories, People, and Nations.
The Need
Most problems people call communication problems started earlier, in the assumptions each side walked in with. The same message carries different meanings across communities, workplaces, audiences, and institutions. Questions of identity, respect, and belonging expose those assumptions fastest, as in Call Me by the Name I Chose .
The framework brings those hidden influences into view, before you judge the people involved, rewrite the message, or decide how to respond.
Once culture is visible, communication gets more careful and connection gets more likely.
The Architecture
The framework is not only a way to describe a cross-cultural encounter. It is a working process: look at what is actually happening, read the meaning more carefully, and decide how to respond without flattening people into stereotypes.
The framework asks more than whether a message got delivered. It asks what shaped the message, how it was read, and what kind of relationship came out of the exchange.
The Method
One four-phase method runs across Stories, People, and Nations. Every application starts by understanding what sits beneath the surface, then shapes meaning on purpose, then adapts through listening, then examines the connection that came out of it.

Applications and Development
C3 is the architecture: how Culture shapes Communication, and how Communication shapes Connection.
Its first fully developed application is the CIS Bamboo Framework, for culturally intelligent storytelling. Other applications are still being researched, tested, and built across professional, institutional, and cross-border contexts.

To be clear about where things stand. C3 is the broader framework. CIS Bamboo is the one application that is fully built. Everything else is research in progress, not a finished system.
The Framework as a Living Body of Work
The framework is built to outgrow a single book, a single talk, and a single person. It develops through research, practice, documentation, collaboration, and the work of practitioners and institutions who take it further, a process reflected in The Doctor I Am Still Becoming .
The work continues through inquiry, application, documentation, and collaboration across Stories, People, and Nations.
